Three or More Dwellings Changes the Game

Once a project moves past a duplex into triplexes, manor houses or multi-dwelling housing, stormwater stops being something a plumber can resolve on site. The combined roof areas, shared driveways, common drainage lines and almost-certain on-site detention requirement mean councils and certifiers expect engineered stormwater documentation — and in most cases, they expect it signed off by a qualified civil or hydraulic engineer.

When Is an Engineer’s Plan Effectively Mandatory?

There is no single statewide rule that says “three dwellings = engineer”, but in practice the threshold is crossed because:

  • Council DCPs require it. Most Sydney and NSW council DCPs require stormwater plans for multi-dwelling development to be prepared by a suitably qualified engineer, particularly where on-site detention is involved. Check the current DCP for your council — the wording varies, the intent does not.
  • OSD is almost always triggered. Multi-dwelling housing substantially increases impervious area, and detention design requires hydrologic and hydraulic calculations — typically consistent with Australian Rainfall & Runoff 2019 and the council’s specific criteria. That is engineering work by definition.
  • Certifiers need a design to certify against. A Construction Certificate or CDC requires the certifier to be satisfied the stormwater complies with the NCC, AS/NZS 3500.3:2021 and the conditions of consent. For shared pits, pipes and detention systems, that means engineered drawings and calculations, not a sketch.
  • Council engineering approval. Many consents condition that the detailed stormwater design be approved by the council’s development engineers before a CC is issued, and that works-as-executed documentation be provided at completion.

What a Triplex/Multi-Dwelling Stormwater Package Contains

  • Roof drainage design for every dwelling — catchments, eaves and box gutter sizing, downpipe layout and overflow provisions to AS/NZS 3500.3:2021. Attached dwellings often share valleys or box gutters along party walls, which need specific design.
  • Site drainage layout — the pit and pipe network collecting roof water, driveway and landscape runoff, with pipe sizes, grades, invert levels and pit schedules.
  • On-site detention — storage (tank, basin or underground modules), the discharge control structure, overflow routing, and calculations demonstrating the post-development discharge meets the council’s requirements. Do not rely on rules of thumb; the permitted discharge and storm events are set by the current DCP.
  • Overland flow paths — what happens in storms bigger than the pipes, so excess water passes through the site without entering dwellings.
  • BASIX integration — rainwater tanks for each dwelling, their connected roof areas and overflows into the site system.
  • Easements and covenants — inter-allotment easements where discharge crosses other land, and positive covenants over OSD systems.

Design Issues Specific to Triplexes and Manor Houses

  • Rear dwellings on low-side lots. The third dwelling often sits at the back where gravity discharge to the street is impossible. Options — easements, pump-out systems where councils permit them, or absorption in limited cases — each have approval implications and should be resolved before the layout is locked.
  • Shared driveways as catchments. A long common driveway is a significant paved catchment and often doubles as the overland flow path; it needs grated drains sized for the job.
  • Manor house roofs. Two-storey, four-dwelling manor house forms concentrate large roof areas with parapets and box gutters; these carry strict sizing and overflow requirements under AS/NZS 3500.3:2021.
  • Strata implications. Common pits, pipes and OSD become common property — design them to be accessible and maintainable, because the owners corporation inherits them.

The Cost of Getting It Wrong

On multi-dwelling jobs, stormwater is one of the most common causes of rejected CC applications and stop-work disputes: detention sized incorrectly, no lawful discharge for rear dwellings, or roof plans that ignore the shared gutters entirely. Engaging the drainage engineer at concept stage — before the architectural layout is finalised — routinely saves redesign, because dwelling placement and driveway grades determine what drainage solutions are even possible.
