Which Surveys Does Your Development Need? A NSW Builder’s Guide

Every development in NSW is built on survey data — literally. The architect designs on it, the engineers drain to it, the certifier checks against it, and the titles office registers from it. Yet “the survey” is one of the most misunderstood line items in a project budget, because it is not one thing. A detail survey, an identification survey, a set-out and a work-as-executed survey are different products, done at different stages, for different audiences — and ordering the wrong one (or skipping the right one) causes some of the most expensive mistakes in construction.

This guide explains the main survey types a NSW building or development project encounters, in the order they typically occur, and how they connect to the design and approval work around them. It is written from the perspective of the Contrive group in Rouse Hill, whose engineers, architects and planners work day in, day out with survey data delivered through the group’s partner surveying company — meaning the survey brief, the design and the certification requirements are coordinated from the start.

Detail and contour survey: the foundation of design

A detail survey (also called a detail and contour survey, or site survey) is the map of your site as it exists today: levels and contours, existing buildings and structures, trees with trunk and canopy dimensions, fences, driveways, kerbs, visible services, pits and drainage features, and the levels and features of adjoining land relevant to design — neighbouring floor levels, windows, ridge heights and overshadowing context.

This survey is the base layer for practically every drawing in the DA. Architects design on it, stormwater engineers take discharge levels from it, landscape architects position deep soil around the surveyed trees, and BASIX assessments and shadow diagrams rely on its levels and neighbouring detail. Two practical points matter:

  • Get it early and get it complete. A detail survey missing the neighbour’s floor levels or an off-site drainage pit will stall the design later. A good survey brief — informed by what the engineers and architects will actually need — costs nothing and saves weeks.
  • Levels should be on Australian Height Datum (AHD). Councils expect design levels on AHD, and flood, sewer and stormwater information all reference it. A survey on an assumed datum will eventually have to be reconciled anyway.

Boundary identification survey: where your land actually is

An identification survey (or boundary survey) is a registered surveyor’s determination of where the legal boundaries of the land are, and how the occupation — fences, walls, buildings — relates to them. It answers questions a detail survey does not: is the fence on the boundary? Does the neighbour’s garage encroach? Is the lot actually the size the contract said?

For development, boundary definition is critical wherever the design works close to a boundary — zero-lot walls, boundary-to-boundary duplexes, basement excavations, party walls — and for any subdivision. Discovering during construction that a boundary is 200 millimetres from where the fence suggested is a genuinely bad day: setbacks, articulation zones and building envelopes are all measured from the legal boundary, not the fence line. In NSW, boundary surveys must be performed by a registered land surveyor, and lenders and purchasers commonly require identification surveys at settlement as well.

Level and datum surveys: benchmarks you build from

Throughout design and construction, projects need reliable level control: an established benchmark on or near the site tied to AHD, from which floor levels, drainage inverts and finished surface levels are set and checked. Specific level surveys also answer targeted questions — flood level verification against council’s flood study, sewer invert levels for a gravity connection, or kerb and gutter levels for driveway gradient design (where the levels feed directly into the driveway profile and the swept path and grade checks done by our traffic colleagues at Sweptpaths). If a certifier’s condition requires floor levels to be verified “by registered surveyor”, this is the work being described.

Set-out survey: transferring the design to the ground

The set-out (or construction set-out) is the reverse of a detail survey: instead of measuring what exists, the surveyor marks on the ground where the designed works must go — building corners, gridlines, piling positions, drainage lines, road alignments and levels. Formwork, excavation and trades then build to those marks.

Set-out accuracy is where survey earns its keep most visibly. A slab set out wrongly by even a hundred millimetres can breach a setback, encroach an easement, or void the alignment with an approved building envelope — and unlike a paperwork error, a mis-set slab is fixed with demolition saws. Projects with tight setbacks, boundary construction or basements should treat surveyor set-out (rather than builder tape-measure set-out from fences) as non-negotiable. On staged projects, expect multiple set-out visits: bulk earthworks, piling, slab, and services.

Work-as-executed (WAE) survey: proving what was built

The work-as-executed survey — WAE, also called as-built survey — records what was actually constructed: finished levels, structure positions, pipe inverts and locations of installed services. It exists because approvals are conditional on the built result matching the approved design, and someone independent has to demonstrate it.

WAE surveys appear in NSW projects in several standard places:

  • Stormwater and OSD certification. Councils almost universally require WAE data on drainage and on-site detention systems — storage volumes, orifice and weir levels, surface levels — before releasing conditions or issuing the occupation certificate. The WAE feeds the engineer’s certification that the OSD works as designed, which at Contrive Consultants is a routine part of closing out our stormwater designs.
  • Subdivision works.   • Height and level compliance. Conditions frequently require survey verification of finished floor levels and building height at frame or completion stage.

The practical rule for builders: capture WAE data before things get buried. Surveying pipe inverts through inspection openings after backfill is slow and incomplete; a surveyor on site at the right moments during construction is cheap insurance.

Subdivision and strata surveys: creating the titles

Finally, the surveys that create legal lots. Plans of subdivision, strata plans and easement documentation are prepared by registered surveyors and lodged for registration — the step that turns a completed project into saleable titles. These plans must be consistent with the development consent, the subdivision works certification, and every easement and covenant the design created (drainage easements benefiting the stormwater design being the classic example). Late-stage title problems are almost always coordination problems: an easement the drainage design needed but nobody documented, or a strata boundary that does not match the built walls. Keeping the surveyor inside the project team conversation from the start is the reliable fix.

Matching the survey to the project stage

  • Site acquisition / feasibility: identification survey; detail survey if design will start promptly.
  • Design and DA: detail and contour survey on AHD, with neighbouring detail; boundary definition where the design pushes the envelope.
  • Construction certificate / pre-start: benchmarks established; any targeted level surveys (flood, sewer, kerb).
  • Construction: set-out surveys per stage; progressive WAE capture on drainage and buried services; level verification per conditions.
  • Completion: final WAE for OSD and civil works; identification/final survey as required; subdivision or strata plan preparation and registration.

Frequently asked questions

What is the difference between a detail survey and an identification survey?

A detail survey maps the physical features and levels of the site for design purposes; an identification survey determines the legal boundaries and how buildings and fences relate to them. Development projects usually need both — the detail survey to design on, and boundary definition wherever the design works close to the property line. They are often ordered together at project start.

Can my builder set out the house from the fences?

Fences are occupation, not boundaries, and they are frequently wrong by enough to matter. For generous setbacks the risk may be tolerable; for tight setbacks, boundary walls, basements or building envelopes, a registered surveyor’s set-out is the only defensible approach. The cost of a set-out visit is trivial against the cost of relocating a slab or negotiating an encroachment.

When do I need a work-as-executed survey?

Whenever your consent or construction certificate conditions require certification of built works — most commonly stormwater and OSD systems, subdivision infrastructure, finished floor levels and building height. Plan for it during construction: WAE data on drainage should be captured before backfilling, not reconstructed afterwards.
