Double-Storey Roof Drainage: Council Requirements & Mistakes

Two Storeys, Twice the Ways to Get Drainage Wrong

Double-storey homes dominate new builds across Sydney’s growth areas, and they introduce drainage problems a single-storey job never has: upper roofs discharging onto lower roofs, downpipes that cannot run straight to ground, and charged (pressure) lines feeding rainwater tanks. Certifiers and councils see the same mistakes repeatedly, and they are now quick to bounce plans that gloss over them.

What Councils and Certifiers Typically Require

For a Construction Certificate or CDC on a two-storey dwelling, the roof drainage documentation should demonstrate compliance with AS/NZS 3500.3:2021 as referenced by the NCC, and show:

  • Catchment areas for both upper and lower roofs, each with sized gutters and downpipes.
  • How upper-roof water reaches the ground drainage system — via continuous downpipes, spreaders, or charged lines.
  • Overflow provisions for gutters, especially where a blockage could push water into the upper-floor wall frame.
  • The lawful discharge point and the pipe route to it, including any on-site detention or rainwater tank the council DCP or BASIX requires.

Mistake 1: Dumping the Upper Roof onto the Lower Roof

The most common shortcut is terminating an upper-storey downpipe with a spreader onto the lower roof. AS/NZS 3500.3 permits discharge onto a lower roof only under controlled conditions — the receiving roof, gutter and downpipes must be sized for the combined catchment, and the flow must be spread rather than concentrated at one point. The recurring failure mode is a lower eaves gutter sized only for its own roof, which then overtops in heavy rain exactly where the spreader lands. If you use spreaders, the lower system has to be checked and usually upsized — and that check belongs on the drawings.

Mistake 2: Charged Downpipes Without a Real Design

Where a downpipe cannot fall continuously to the discharge point — typically when it must run under a slab or across to a rainwater tank — it becomes a charged (wet) system that holds water under pressure. These are legitimate, but they need actual design:

  • The tank inlet must sit lower than the gutter outlet by enough head to drive the design flow through the pipe.
  • Joints below the water line must be pressure-rated and solvent-welded — standard gravity fittings leak.
  • Cleaning points and a way to drain the line are needed, because a charged line holds stagnant water between storms.
  • An overflow path must exist at the gutter so that if the charged line blocks, water escapes outside the building.

Plans that show a pipe diving under the slab with no levels, no head calculation and no overflow detail are a routine cause of certifier requests for information.

Mistake 3: Ignoring Box Gutters Between Roof Forms

Contemporary two-storey designs love parapets and skillion roofs, which create box gutters. Under AS/NZS 3500.3 a box gutter is a different animal from an eaves gutter: it must be designed for a much rarer design storm, with dedicated overflow devices such as rainheads or side overflows, because a blocked box gutter discharges straight into the building. If your design has a box gutter, it needs a specific hydraulic design, not a note saying “box gutter by builder”.

Mistake 4: No Thought for the Ground-Level System

Double-storey homes concentrate more roof area onto a smaller footprint, so each downpipe carries more flow. The ground-level pipes need to be sized for those flows and graded to the lawful point of discharge. On sloping blocks where the lot falls away from the street, sort out the easement or council-approved alternative early — it is far harder to fix after the frame is up. Detention requirements vary between councils, so confirm the current DCP before finalising the layout.

What a Good Plan Looks Like

  • Every roof plane labelled with its catchment area and the gutter/downpipe serving it.
  • Spreaders shown with the receiving gutter checked for combined flow.
  • Charged lines drawn with levels, pipe class and overflow provisions.
  • Box gutters with sizing, sumps and overflow devices documented.
  • A clear pipe route to the legal discharge point, with detention or tanks where required.
