Development engineering typically begins before the DA is even lodged. Once consent issues, the conditions themselves become the roadmap: detailed civil design to council specification, a construction certificate or subdivision works certificate before ground is broken, authority approvals for water, sewer and utility connections, and compliance documentation before an occupation certificate or subdivision certificate can be released.
For subdivisions in particular, the engineering scope is set by the consent and the council’s engineering specification. Software & standards
Detailed design is produced in AutoCAD Civil 3D and 12d Model, with stormwater systems analysed in DRAINS and water quality modelled in MUSIC where consent conditions require it. Road and pavement elements follow Austroads guidance and the relevant council engineering specification — including AUS-SPEC-based specifications where councils have adopted them. Earthworks are specified to AS 3798, vehicle access and parking to the AS 2890 series, and drainage design draws on Australian Rainfall and Runoff. Every package is prepared against the specific checklist of the council or certifier who will assess it.

What is the difference between a construction certificate and a subdivision works certificate?
Broadly, a construction certificate approves building and associated works for construction, while a subdivision works certificate approves the civil works — roads, drainage, servicing — that create new lots. Both certify that detailed designs comply with the consent and relevant standards before work starts.
