The suburb takes its name from the historic Horningsea Park estate on Cowpasture Road, and was largely farmland within Hoxton Park until residential subdivision began in the mid-1990s. It filled quickly as part of the wave of 1990s growth that also built Cecil Hills, Hinchinbrook, Green Valley and West Hoxton, and today it functions as a settled family suburb with Carnes Hill Marketplace and the Carnes Hill Community and Recreation Precinct on its doorstep.

I’m doing a knockdown-rebuild. Why do I need OSD when the old house never had it?
Detention requirements have tightened since the suburb was first built. A knockdown-rebuild is treated as new development, so Liverpool City Council applies its current stormwater standards – which almost always means on-site detention. The good news is that modern OSD can be integrated under driveways and alfresco areas with minimal visual impact, and we design it that way by default.
Can my granny flat share the main house’s stormwater connection?
Sometimes. If the existing connection has capacity and the granny flat can reach it by gravity, a shared discharge is usually acceptable. If the flat sits lower than the street, we design a charged or pump-out system instead. A contour survey answers the question definitively, and we arrange that as the first step.
What does Council look for in a stormwater plan for an extension?
Three things, essentially: a legal point of discharge, demonstration that post-development flows are managed (via OSD where required), and protection of neighbours from concentrated or redirected runoff.
