The Vineyard Precinct covers around 590 hectares within the Hawkesbury local government area, bounded by Commercial Road to the north, Boundary Road to the east and Windsor Road to the south. Stage 1 of the precinct was rezoned following exhibition in 2016–17, opening the way for up to 2,300 new homes, a proposed primary school, a village centre and about 27 hectares of open space. Rezoning of Stage 2 has been deferred pending confirmation of essential infrastructure, which is a critical distinction for anyone buying land here with development ambitions.

The precinct’s centrepiece – and its central drainage feature – is the Killarney Chain of Ponds, the creek and waterhole system that runs through Vineyard before continuing into Box Hill. The precinct plan builds the open-space network around this corridor as a green spine, and it is the receiving environment for the precinct’s stormwater. Water quality treatment, detention basins and riparian protection were baked into the precinct planning, and they flow through to conditions on individual subdivisions and builds.

Stage 1 land is rezoned and can generally proceed through subdivision and dwelling approvals now; Stage 2 remains deferred, so development there is still constrained by the existing rural zoning.
