Civil Engineers Wilton NSW
Wilton is the Wollondilly Shire’s biggest story: a designated growth area planned to deliver around 15,000 new homes and a matching number of jobs over roughly two decades, transforming a highway village into a new town. But Wilton today is really two places at once – established estates and acreage on one hand, and staged greenfield precincts on the other – and the civil engineering requirements differ sharply between them. Contrive Consultants provides stormwater drainage plans, on-site detention (OSD) design and subdivision civil engineering across both faces of Wilton.
Building in Wilton
Wilton sits in the Wollondilly local government area, about 37 kilometres from Wollongong and 80 kilometres from the Sydney CBD. The Wilton Growth Area is organised into seven precincts – Wilton Town Centre, Bingara Gorge, South East Wilton, North Wilton, South Wilton, West Wilton and the Maldon Employment Precinct. Bingara Gorge, rezoned back in 2005, led the way with around 1,800 residential lots delivered in stages alongside a country club, an 18-hole golf course, Wilton Primary School and village retail. The Wilton Town Centre precinct is planned to add a major retail and commercial core with about 1,600 further homes, while the remaining precincts progress through planning and delivery.
Beyond the precinct boundaries, Wilton retains genuine rural character: large unsewered lots, farm dams, and long frontages to rural roads. Wollondilly Shire Council assesses development across all of it, applying engineering requirements suited to each context – urban standards inside serviced estates, and rural drainage, access and effluent considerations on acreage.
The landscape itself demands respect. Wilton’s plateau country is incised by dramatic gorges, including the Bingara Gorge that gives the flagship estate its name, and development is expected to keep runoff, sediment and pollutants out of these sensitive downstream systems.
What Wilton projects need
Because Wilton spans estate lots, acreage and active subdivision fronts, we scope each job to its context:
- Estate dwellings (Bingara Gorge and new precincts) – stormwater drainage plans connecting to estate infrastructure, interallotment easement designs on rear-falling lots, and OSD where required, all documented for DA or CDC approval.
- Acreage dwellings and sheds – rural drainage design using controlled dispersal, dam discharge or watercourse connection; driveway and culvert design for long rural accesses; and site planning that works around on-site wastewater areas on unsewered land.
- Subdivision civil engineering – for landowners and developers within the growth area: drainage strategy, road and stormwater design, earthworks and construction documentation aligned with precinct requirements.
- Erosion and sediment control – designed seriously, given the gorge systems downstream of nearly every Wilton site.
- Integrated water documentation – WSUD and stormwater management plans where the scale of development calls for quantity and quality management together.
- Waste management plans – for DA lodgement, including demolition and construction phases.

Frequently asked questions – Wilton
My Wilton property is rural – do I still need engineered drainage plans?
Yes. A new dwelling, shed or secondary dwelling on acreage still needs stormwater disposal demonstrated to Wollondilly Shire Council or your certifier – typically dispersal or discharge designs that protect neighbours and downstream gorges, with erosion controls during construction. Rural designs are usually simpler and cheaper than urban ones, but they must still be documented properly.
Is my land inside the Wilton Growth Area, and what does that mean?
The growth area’s seven precincts each sit at a different planning stage, and what you can do with land depends on precinct status and zoning. We check your property’s position and current controls first – and where the opportunity is a rezoning or subdivision play rather than a single build, URBA leads the planning strategy while we test the civil feasibility behind it.
Do Bingara Gorge lots need on-site detention?
Many Bingara Gorge stages provide detention and water quality treatment at estate level, so a standard dwelling may only need conventional drainage connections – but requirements vary by stage, lot and what you are building. Additions, pools and larger footprints can change the answer. We confirm your lot’s situation against the estate’s engineering before you spend anything on design.
