It depends on where your lot sits. Leppington north of the LGA boundary is assessed by Liverpool City Council under its growth-precinct controls; the remainder is assessed by Camden Council. The distinction affects stormwater standards, OSD requirements and engineering specifications, so we confirm the applicable council and controls before any design work starts.

Do granny flats and secondary dwellings in Leppington need drainage plans?

Yes. A secondary dwelling adds roof and paved area, and both councils expect a compliant stormwater design — typically connecting to the existing system where capacity allows, or incorporating detention where it does not. For CDC (complying development) projects the drainage design must be resolved before the certifier will issue approval, so it pays to engage the engineer at the same time as the designer.
