Stormwater Rules for Builders in Penrith

Outlets are generally orifice-controlled, and Council distinguishes OSD from rainwater tanks and retention systems – a tank alone will not satisfy the detention requirement. Confirm the current design criteria for your catchment before sizing storage.
• Stormwater drainage plans: a complete drainage design with a lawful point of discharge, pipe and pit layout, levels and overland flow paths is expected with the application for dwellings, dual occupancies and townhouses.
• WSUD and water quality: Section C3 takes an integrated approach to the water cycle. Stormwater quality devices – raingardens, bioretention, tanks – are to be sized using MUSIC modelling with Penrith-specific data per Council’s WSUD technical guidance.
• Easements: where gravity discharge to the street is not possible, an inter-allotment drainage easement is the standard expectation; allow time to negotiate and register it.
