Water sensitive urban design treats stormwater as a resource to be worked with, not a nuisance to be piped away. A well-conceived WSUD strategy filters pollutants before they reach creeks and harbours, softens the hydrological shock that hard surfaces impose on receiving waterways, and often does it with landscape elements — rain gardens, swales, wetlands — that make a development more liveable rather than less. What sets a good WSUD consultant apart is the ability to move fluently between the modelling and the mud. When council requires it
Most Sydney councils require a WSUD or stormwater quality strategy as part of the development application for anything beyond a minor dwelling. The trigger is usually written into the council’s Development Control Plan: subdivisions, multi-dwelling housing, apartment buildings, commercial and industrial development, and larger single dwellings on sensitive sites commonly need to demonstrate stormwater quality treatment. Councils in growth areas — Blacktown, The Hills, Hawkesbury, Camden, Liverpool and Penrith among them — publish specific pollutant-reduction targets for total suspended solids, total phosphorus, total nitrogen and gross pollutants, and expect a MUSIC model to prove the proposed treatment train achieves them.
WSUD requirements also arise through conditions of consent, through precinct-level controls in land release areas, and through integrated water management plans required for larger master-planned estates. Software & standards
Our water quality modelling is carried out in MUSIC, the industry-standard tool Sydney councils expect, with source nodes, treatment nodes and meteorological templates set up in accordance with each council’s published MUSIC modelling guidelines where these exist. Quantity aspects of a combined strategy — detention, conveyance and overland flow — are modelled in DRAINS using ARR 2019 ensemble methods. Hydraulic components of the internal drainage system are designed to AS/NZS 3500.3:2021, and the whole package is prepared against the relevant council DCP and engineering specifications, including AUS-SPEC-based specifications where the council has adopted them. We do not favour any proprietary device manufacturer; where a cartridge system or gross pollutant trap is the right fit, we specify it on modelled performance, whole-of-life cost and maintainability.
Our process
- Site and controls review. We confirm the council’s water quality targets, MUSIC modelling requirements and any precinct controls, and review the survey, soils information and proposed layout.
- Treatment train concept. We develop a WSUD concept that fits the site — weighing landscape-based measures against proprietary devices — and test it early against the architecture and landscape intent.
- Modelling and sizing. We build the MUSIC model, size each treatment element, and iterate until targets are met without over-consuming developable area.
- Documentation. We prepare the WSUD strategy report, plans and details to DA or construction certificate standard, coordinated with the stormwater and civil drawings.
- Approval support. We respond to council referrals and requests for information, adjust the model where officers seek changes, and support the project through to consent and certification.

Frequently asked questions
Do I need a MUSIC model for a small residential development in Sydney?
It depends on the council and the scale. Many councils exempt single dwellings and minor alterations, applying deemed-to-comply measures instead, while others require MUSIC modelling for multi-dwelling housing, subdivision or commercial work of any size. We check the relevant DCP at the outset and tell you plainly whether a model is needed — and if a simpler deemed-to-comply pathway is available, we will use it.
What is the difference between WSUD and on-site detention?
On-site detention manages stormwater quantity — it temporarily stores runoff and releases it slowly so downstream drainage is not overloaded. WSUD is primarily about stormwater quality — removing sediments, nutrients and litter before runoff leaves the site. Most Sydney councils require both, and a well-designed system integrates them: a bioretention basin, for example, can sit within a detention storage so the two functions share one footprint.
Can a rain garden or bioretention system fit on a constrained infill site?
Usually, yes. Bioretention scales down well — planter-box rain gardens, kerbside cells and podium-level gardens can treat meaningful catchment areas on tight sites. Where landscape area genuinely cannot accommodate treatment, a proprietary cartridge or filtration device can make up the shortfall. The right answer is site-specific, which is why we test options in MUSIC before committing the layout.
Who maintains WSUD assets after construction, and does council check?
On private land, the owner or owners corporation maintains treatment assets, and many consents require a maintenance management plan and ongoing servicing records. In subdivisions, streetscape assets such as basins and wetlands are typically handed over to council after an establishment and defects period, subject to inspection. We prepare the maintenance documentation and design for realistic access so upkeep is practical, not theoretical.
