What is Water Sensitive Urban Design?

Water Sensitive Urban Design (WSUD) is the practice of designing developments so that stormwater leaving the site is cleaner, slower and closer to natural conditions than it would otherwise be. If you are building a duplex, townhouse development or commercial project anywhere in Sydney or regional NSW, there is a good chance your council’s Development Control Plan requires a WSUD strategy as part of your stormwater management plan.

For builders and developers, WSUD often appears as a condition of consent: a requirement to treat runoff before it discharges to the street drainage system, a creek or a harbour catchment. Understanding what councils are actually asking for makes the difference between a smooth approval and months of requests for additional information.

Why do NSW councils require water quality treatment?

Urban development changes how water behaves. Roofs, driveways and paving stop rain soaking into the ground, so more runoff leaves the site, faster, and it carries pollutants with it: litter, leaves, sediment from exposed soil, nutrients from fertilisers, oils from vehicles and heavy metals from roads and roofing.

NSW councils respond to this by setting pollutant load reduction targets for new development. Although the numbers vary between councils, commonly adopted targets require development to reduce the average annual load of:

  • Gross pollutants (litter and debris) by around 90%
  • Total suspended solids (TSS) by around 85%
  • Total phosphorus (TP) by around 65%
  • Total nitrogen (TN) by around 45%

These are commonly adopted targets that vary by council, so always check your local DCP or WSUD guideline. Compliance is usually demonstrated with a MUSIC model, the industry-standard water quality modelling software, submitted with your development application or as a condition before a Construction Certificate.

What counts as a treatment train?

No single device removes every pollutant. A treatment train is a sequence of measures, each targeting different pollutant types and sizes, arranged so that runoff passes through them in a sensible order. A typical train moves from coarse to fine:

Primary treatment

Removes litter, debris and coarse sediment. Examples include gross pollutant traps (GPTs), pit insert baskets and trash screens. These protect the downstream measures from clogging.

Secondary treatment

Targets medium and fine sediment and attached pollutants. Examples include vegetated swales, buffer strips and hydrodynamic separators.

Tertiary treatment

Removes fine particles and dissolved nutrients. Bioretention systems (rain gardens), wetlands and media filtration cartridges sit at this end of the train. This is usually where nitrogen targets are won or lost, because nitrogen is largely dissolved and needs biological or media-based treatment.

On a small residential site the whole train might be as simple as a pit basket feeding a small rain garden, with rainwater tanks contributing reuse credits. On a larger subdivision it could involve a GPT, a swale network and a bioretention basin.

Common WSUD measures on NSW projects

  • Rainwater tanks – reduce runoff volume and pollutant loads when plumbed for reuse
  • Rain gardens / bioretention – filter runoff through engineered media planted with native species
  • Pit inserts and GPTs – capture litter and coarse sediment at or near the source
  • Proprietary filtration devices – cartridge or separator systems for tight urban sites, subject to council acceptance policies which vary across NSW
  • Swales and buffer strips – convey and pre-treat runoff in landscaped corridors

Practical tips for builders

  • Check the council’s WSUD or water quality DCP clause before finalising your site layout. Treatment devices need space, fall and maintenance access.
  • Don’t leave water quality until after hydraulics. The treatment train, on-site detention and the drainage network must be designed together.
  • Expect councils to ask for a MUSIC model for anything beyond a single dwelling. Many councils prescribe their own modelling parameters.
  • Think about who maintains the system. Councils increasingly require a maintenance schedule and positive covenant for treatment devices on private land.

Getting the treatment train right at concept stage avoids redesign later, when changes to a basement, driveway or landscape plan can leave no room for the treatment area the model relies on.
