Infill Building in Cumberland: Why Stormwater Decides Your Layout

Cumberland City is one of Sydney’s premier infill markets. Merrylands, Granville, Guildford, Auburn, Lidcombe, Wentworthville, Greystanes and Pendle Hill are seeing strong demand for duplexes, dual occupancies and townhouses on established lots close to the rail lines. The Planning Controls That Apply

What Cumberland Typically Requires for Duplexes and Townhouses

  • On-site detention: dual occupancies, multi-dwelling housing and most development that increases impervious area require OSD with an outflow control, designed to Council’s OSD policy. Runoff from all new roof areas is generally required to be routed through the OSD system. Permissible site discharge and storage volumes depend on your catchment — confirm current criteria before sizing.
  • Detailed stormwater drainage plans: Council expects a complete drainage plan by a civil engineer, prepared against its OSD policy and submission checklist, showing the lawful point of discharge, pipes, pits, levels and overland flow.
  • Easements on low-side lots: many Cumberland streets have lots falling away from the road. Where gravity discharge to the kerb isn’t possible, an inter-allotment drainage easement is the standard requirement, and charged or pump systems are accepted only in limited circumstances.
  • WSUD on larger projects: residential flat buildings and bigger townhouse schemes attract water quality requirements in addition to detention.

The Classic Cumberland Problem: The Flat, Low-Side Lot

A large share of duplex sites in Guildford, Merrylands and Auburn are nearly flat with falls of well under a metre across the block. Achieving pipe cover, a workable OSD outlet and compliant overland flow on these lots is genuinely difficult, and it is why Council’s engineers review drainage plans closely. Resolving the drainage concept before the architectural plans are finalised — not after — is the single biggest time-saver in this LGA.

Local Factors in Cumberland

  • Upper Parramatta River catchment: the northern parts of the LGA, including Wentworthville and Westmead-adjacent areas, sit in the UPRCT catchment with its established OSD regime — a legacy of serious historical flooding downstream.
  • Duck River and A’Becketts Creek: central and eastern areas drain to Duck River and its tributaries, with local overland flooding affecting pockets of Auburn, Granville and South Granville.
  • Clay soils: tight Cumberland Plain clays rule out infiltration as a primary disposal method on most sites.

How Builders Should Prepare

Before lodging, obtain a detail survey, check overland flow and flood mapping, and confirm whether the lot can drain by gravity to the street. If an easement is needed, start that conversation with the downstream owner immediately — it is often the longest lead-time item in the whole project.
