The Northern Beaches is one of Sydney’s most active areas for knock-down rebuilds, duplexes and medium-density infill. Suburbs such as Dee Why, Frenchs Forest, Mona Vale, Brookvale, Narrabeen and Freshwater are seeing steady redevelopment as older fibro and brick homes make way for new dwellings and dual occupancies, while the Frenchs Forest precinct around the Northern Beaches Hospital continues to attract planning interest.
That growth happens on challenging terrain. Much of the LGA drains quickly off steep, rocky slopes into sensitive receiving waters, so Northern Beaches Council scrutinises stormwater closely on almost every development application. Getting the drainage strategy right early is one of the simplest ways for builders to avoid DA delays here.
Northern Beaches Council consolidated its stormwater, wastewater, groundwater and rainwater requirements into a single document – the Water Management for Development Policy. This policy sits alongside the development control plans inherited from the former Manly, Warringah and Pittwater councils, which continue to apply in their respective areas until a single Northern Beaches DCP is finalised.
The policy sets out when on-site detention is required, what drainage plans must show, water quality (pollutant load reduction) expectations, and how to deal with overland flow and discharge points. It also includes checklists – including an OSD checklist for single dwellings – that help determine what applies to your site.
Specific discharge rates, storage volumes and treatment targets vary with location and development type, so always confirm the current figures with Council or your stormwater engineer before lodging.
The Northern Beaches has a distinctive drainage pattern: short, steep catchments falling from the ridgelines to a chain of coastal lagoons – Narrabeen Lagoon, Dee Why Lagoon, Curl Curl Lagoon and Manly Lagoon – plus direct ocean and Pittwater outfalls. Runoff arrives fast and carries sediment and nutrients into waterways with limited flushing, which is exactly why Council places such weight on detention and water quality treatment.
Steep blocks also create practical design issues: driveways acting as flow paths, downhill neighbours receiving concentrated runoff, and rock at shallow depth complicating tank excavation. Low-lying land around the lagoons can bring flood planning controls into play as well.
Contrive Consultants prepares council-ready stormwater drainage and OSD designs for development across the Northern Beaches Council area, from single dwellings in Dee Why to townhouse projects in Mona Vale.
