Waste Management Plans for DAs: What NSW Councils Want in a WMP
Of all the documents in a NSW development application, the waste management plan (WMP) is the one most often treated as a box-ticking exercise — and one of the most common sources of council requests for information when it is done badly. Councils have become genuinely rigorous about waste: they know that a townhouse project with nowhere sensible to put twelve bins, or an apartment building whose waste room cannot be reached by a collection vehicle, becomes their operational problem for the next fifty years.
A good WMP answers three questions convincingly: what waste the project generates during demolition and construction and where it goes; how much operational waste the completed development produces; and how bins are stored, presented and collected without blocking driveways, damaging vehicles or annoying the neighbours. What a waste management plan is — and when you need one
Most NSW councils require a WMP (sometimes called a waste and recycling management plan) with development applications for new dwellings, dual occupancies, multi-dwelling housing, apartment buildings, commercial and industrial projects, and often for substantial alterations and demolition. The requirement, the template and the standards live in each council’s development control plan (DCP) or a dedicated waste DCP chapter — and they differ meaningfully between councils, which is the first trap. A WMP written to one council’s template and recycled for a site two suburbs away, under a different council, is an easy request-for-information waiting to happen.
Structurally, nearly every council wants the plan split into three phases:
- Demolition — what materials will come off the site, estimated quantities, how they will be separated, reused, recycled or disposed of, and at which lawful facilities.
- Construction — expected waste streams (timber, plasterboard, packaging, concrete, metals), on-site storage and separation arrangements, and destination facilities.
- Ongoing operation — the waste and recycling the completed development generates week to week, and the full design story of how it is stored and collected.
Demolition and construction: what assessors look for
For the demolition and construction phases, councils are checking that you have thought about resource recovery rather than defaulting everything to landfill, and that waste will be managed lawfully. The plan should identify the main material streams and realistic quantities, nominate separation and recycling (concrete and brick crushing, metal recycling, timber and cardboard recovery), name the class of facility receiving each stream, and address site management basics — container locations, protecting the public way, and preventing tracking and littering. Councils also increasingly cross-reference this section against the sediment and erosion controls on your civil plans, which is one of several reasons it helps when the same consultancy prepares both.
Keep it honest and specific. Assessors read enough boilerplate to recognise it instantly; a page of genuine, project-specific content outperforms ten pages of copied generalities.
Operational waste: where WMPs are won and lost
The operational section is where design meets assessment, and it is where most refusals and RFIs originate. Councils typically assess five things.
1. Waste generation and bin numbers
Bin provision is calculated from council-specified generation rates — typically expressed per dwelling for residential uses (with separate rates for garbage, recycling and, increasingly, food and garden organics), and per unit of floor area for commercial uses. The WMP must show the arithmetic: number of dwellings, generation rates, collection frequency, and the resulting count of 240-litre bins or shared bulk bins (such as 660 L or 1100 L containers) needed for each stream. Under-providing is a refusal reason; grossly over-providing wastes floor area you could have sold.
2. Bin storage design
Wherever the bins live — individual storage on each lot, a communal bin bay, or an internal waste room — councils assess capacity (do all the bins physically fit, with circulation space?), accessibility for residents, ventilation and washdown provisions for enclosed rooms, screening and amenity for outdoor bays, and travel distance from dwellings. For apartment buildings, waste room location and chute design (where used) come under the relevant design guidance, and the interaction with fire compartments and hydraulic services needs coordination with the rest of the documentation.
3. The collection point and presentation
How do bins get from storage to the truck? For small projects, kerbside presentation may be fine — provided the frontage actually has enough kerb length for the bins without blocking driveways, and the plan demonstrates it. Larger projects usually need an on-site collection point, and this is where waste design becomes traffic design: who moves the bins (residents, a caretaker, a contractor), the path and gradients they travel, and where the vehicle stands while loading.
4. Vehicle access and swept paths
If a waste vehicle enters the site, councils will want swept path analysis demonstrating that the design collection vehicle can enter, reach the collection point, and leave — in most councils, in a forward direction — without conflict. Waste trucks are big, heavy and unforgiving: pavement strength, height clearance to awnings and basement entries, grades the vehicle can negotiate, and turning geometry all need checking against the council’s nominated design vehicle. 5. Council versus private collection
The WMP must nominate who collects: council’s domestic service (with its eligibility rules — many councils will not service basements or private internal roads) or a private contractor. Choosing wrongly is a classic error. If the design assumes council collection but the site cannot meet council’s servicing requirements, the whole operational chapter unravels. Confirm the service model with council early, then design to it.
Common WMP mistakes that trigger RFIs
- Wrong council template or rates — using another council’s generation rates or plan format.
- Bins that don’t fit — a bin room drawn at a size that cannot hold the calculated bin count, discovered by an assessor with a scale rule.
- No path for the bins — steps, kerbs or excessive gradients between the store and the collection point.
- Reverse-only truck access — designs that force the collection vehicle to reverse into or out of the street, which most councils will not accept.
- Kerbside overload — ten dwellings presenting twenty-plus bins on a frontage that fits eight.
- Ignoring bulky waste — no area for bulky household clean-up items on multi-dwelling sites.
- WMP and architectural plans disagreeing — bin rooms shown in different places, or deleted in a design revision without the WMP being updated.
How bin collection design fits the wider engineering
Waste design touches almost every other discipline on the site. Frequently asked questions
Do I need a waste management plan for a single dwelling or duplex?
Many NSW councils require at least a basic WMP for new dwellings and dual occupancies, covering demolition/construction waste and showing where bins are stored and presented. For duplexes, kerb frontage for bin presentation is the item to check — corner lots and narrow frontages can genuinely struggle. Check your council’s DCP; the requirement and template vary.
Can council trucks collect from inside my development?
Sometimes — it depends on the council’s collection policy and whether the site meets its servicing requirements (access geometry, pavement, forward egress and similar). Many councils will not send their vehicles into basements or private internal driveways, in which case you design for private contractor collection or for bin presentation at an approved collection point. Confirm the model with council before locking the design.
What is a swept path assessment and why does my WMP reference one?
Swept path analysis is a computer simulation of the space a specific design vehicle occupies while turning.
