When council requires it

Council-approved road and pavement design is a standard requirement wherever new public road is created or existing road is altered. Subdivisions creating new streets must submit full engineering design — geometry, pavements, drainage, intersections and streetscape — for approval under the council’s engineering specification before a subdivision works certificate is issued. Developments that add significant traffic frequently attract conditions requiring half-width road reconstruction, kerb and gutter, widening or intersection works along the frontage, all designed to council standards and often delivered under a works authorisation.

Pavement design is also demanded in its own right: councils commonly require a pavement design report, supported by geotechnical investigation of the subgrade, before approving new road construction, industrial driveways and heavy-vehicle hardstands. For classified roads, Transport for NSW concurrence introduces a further layer of geometric and safety review. Whichever authority is asking, the request comes down to the same thing — demonstrable compliance with Austroads guidance and the local specification, which is precisely how we document.

Software & standards

Geometric design follows the Austroads Guide to Road Design, applied through the controlling council’s engineering specification — most NSW councils publish AUS-SPEC-based design and construction specifications, and our drawings reference their standard details directly. Pavement composition is designed using Austroads pavement design methodology, with subgrade CBR values taken from project geotechnical investigation rather than assumption. Road drainage networks are modelled in DRAINS under ARR 2019 hydrology, capturing gutter flow widths and inlet capture at the design storms the DCP nominates, and any water quality obligations on the corridor are verified in MUSIC. Where allotment connections interface with the road drainage system, those connections are designed to AS/NZS 3500.3:2021 so the private and public systems meet correctly at the boundary.

Our process

  1. Establish the design envelope. We confirm road classification, design speed, traffic loading and the council specification that governs the corridor, plus any Transport for NSW interface.
  2. Ground truth. We work from detail survey and geotechnical investigation — arranged through our partner surveyors and geotechnical consultants where needed — so grades and pavement depths rest on measured data.
  3. Geometric design. We resolve horizontal and vertical alignment, cross sections, intersections and driveways, testing critical movements with swept-path analysis.
  4. Pavement and drainage engineering. We design the pavement structure for the subgrade and traffic, and integrate kerb drainage, inlets and subsoil systems into the corridor.
  5. Approval and delivery. We lodge the package, work council review comments to a close, and support construction through RFIs, inspections coordination and works-as-executed certification.

What is the difference between road design and pavement design?

Road design (geometric design) sets out where the road goes and how it is shaped — alignment, width, grade, crossfall, sight distance and intersections — so vehicles can use it safely. Pavement design determines what the road is made of: the thickness and materials of each structural layer needed to carry the expected traffic over the design life on the site’s actual subgrade. A compliant road needs both, and councils typically review them together in the one engineering package.

Do subdivision roads in NSW have to follow Austroads?

Effectively, yes. NSW councils adopt the Austroads Guide to Road Design as the technical basis of their engineering specifications, then overlay local requirements — minimum carriageway widths by road classification, kerb types, verge arrangements and standard drawings. The practical rule is that Austroads sets the engineering logic and the council specification sets the local numbers; a design that satisfies both moves through review quickly, and that is how we document every corridor.

Why does council want a geotechnical report before approving my pavement design?

Because pavement thickness is driven by the strength of the ground beneath it, measured as the subgrade CBR. Without site-specific testing, a designer must assume a conservative value, which usually means a thicker, more expensive pavement — or worse, an optimistic value that fails early. Council asks for the geotechnical report so the approved pavement is engineered for the actual soil. We scope the investigation with the geotechnical consultant so the boreholes land where the design needs them.

Can you design the half-width road works required by my development consent?

Yes. Frontage upgrade conditions — half-width reconstruction, kerb and gutter, footpath and drainage along your boundary — are a routine part of our workload. We design the works to the council’s specification, manage the works approval documentation, and coordinate levels with your site’s driveway and stormwater connections so the frontage and the development are engineered as one surface rather than two colliding designs.
