Building in Orchard Hills

The story shaping Orchard Hills is the state-led rezoning around the future metro station. The revised Orchard Hills Stage 1 rezoning proposal – covering around 155 hectares and intended to unlock up to 5,700 homes and around 2,100 jobs, with a new town centre at the station – was publicly exhibited from March to May 2026, with finalisation expected later in 2026. The metro line itself is built through the suburb and is in the testing and commissioning phase ahead of passenger services.

That planning trajectory creates two very different engineering contexts side by side:

  • Existing rural-residential land. Acreage owners continue to build homes, secondary dwellings, sheds and horse facilities under current zonings. These projects deal with dams, unformed drainage, long driveways, on-site wastewater and creek frontages rather than kerb-and-gutter connections.

The NSW Government’s catchment-based approach to Wianamatta–South Creek also signals tighter stormwater quality and flow expectations for new urban development on this side of Penrith, making early stormwater strategy a value decision, not just a compliance step.

Until precinct controls are finalised, development is assessed under the Penrith LEP, the Penrith Development Control Plan and council’s engineering specifications. Depending on your project, expect to need:

  • Stormwater drainage plans – for rural lots, this often means dispersal trenches, level spreaders or discharge to a natural watercourse designed to avoid concentration and scour; closer to serviced areas, conventional piped connections apply.
  • OSD design where impervious area increases materially, with DRAINS or equivalent modelling demonstrating post-development flows held to pre-development rates.
  • Flood assessment for land near the creek corridors, addressing flood planning levels, freeboard and evacuation where council mapping flags the lot.

Can I still build on my Orchard Hills acreage while the rezoning is underway?

Yes. Current zonings continue to apply until the rezoning is finalised, and council continues to assess applications under existing controls. It is worth understanding where your land sits relative to the draft precinct, though – we can brief you on both the current pathway and what the exhibited controls would mean, with planning support from URBA where needed.

My property has a creek or drainage line through it. How does that affect a new house?

Watercourses bring riparian setbacks, potential flood planning constraints and rules about how and where you can discharge stormwater. The building platform, access driveway and effluent areas all need to be positioned around those constraints. A survey plus a targeted flood and drainage assessment early in design prevents expensive re-siting later.

What stormwater rules will apply to new development around the metro station?
