When a precinct needs a plan

Infrastructure master planning becomes essential the moment land is larger than a single development parcel or is intended to be delivered in stages. Rezoning proposals and planning proposals are expected to demonstrate that land can be drained, serviced and accessed — typically through supporting studies covering flooding, stormwater management and infrastructure servicing. Development applications over staged land need to show that early stages don’t sterilise later ones, and that interim works function safely before the ultimate network exists.

Drainage is usually the discipline that makes or breaks the plan. Trunk drainage corridors, detention and water quality basins, and overland flow paths consume developable land and must be located where gravity, flooding behaviour and catchment boundaries dictate — not where the lot layout would prefer. Councils and state agencies assess precinct proposals against these realities, and a master plan that has resolved them credibly moves through assessment with far less friction. We prepare the engineering evidence that supports rezonings, precinct plans, staged DAs and infrastructure agreements, and we carry the same framework through into stage-by-stage delivery.

Software & standards

Precinct drainage strategies are developed with DRAINS for hydrology and hydraulics, MUSIC for water quality performance, and TUFLOW or HEC-RAS flood modelling where overland flow and floodplain behaviour drive the layout. Design development is carried out in AutoCAD Civil 3D and 12d Model, which lets us test strategies against real terrain rather than assumptions. Hydrology follows Australian Rainfall and Runoff, road hierarchy and geometry draw on Austroads guidance, and drainage and WSUD frameworks are aligned with the relevant council’s engineering specifications and development control provisions from the outset.

Our process

  1. Constraints and opportunities analysis. We map catchments, flooding, topography, existing services and discharge points to establish what the land will genuinely allow — before a single lot is drawn.
  2. Framework options. We develop and compare drainage and servicing frameworks with the project’s planners and urban designers, quantifying the land take and infrastructure implications of each option.
  3. Preferred strategy. The selected framework is developed into a documented master plan: trunk drainage, basins, earthworks logic, servicing corridors and road-drainage integration, tested in model and terrain.
  4. Staging and interim works. We break the framework into deliverable stages, designing the interim drainage and access arrangements that let stage one proceed without waiting for the ultimate network.
  5. Delivery handover. The master plan becomes the reference for stage DAs and detailed design — ours or others’ — with the assumptions, models and schedules documented so the framework holds as the precinct builds out.

At what stage of a project should master planning start?

Before the layout is fixed — ideally at due diligence or rezoning stage. The largest master planning decisions concern where water goes and how land is staged, and both should inform the urban structure rather than react to it. Engaging engineering after the lot layout is settled usually means either compromising the layout or over-spending on infrastructure to protect it.

What is a trunk drainage strategy and why does it matter?

Trunk drainage is the backbone network — the major pipes, channels, basins and overland flow corridors that serve the whole precinct rather than any single stage. Its alignments and land requirements are dictated by catchments and gravity, so it must be resolved first: every stage boundary, basin location and road level downstream of that decision depends on it. A credible trunk strategy is also central to what councils and agencies assess in precinct proposals.

Can you master plan land that will be delivered over many years?

Yes — that is precisely what staging plans are for. We design frameworks where each stage functions independently, with interim drainage and access arrangements documented, so early stages can be approved and sold while later stages remain flexible. We also document the framework’s assumptions clearly, so it can be revisited intelligently as market conditions or planning controls evolve.
