When your wall needs an engineer

In NSW, the approval pathway for a retaining wall generally depends on its height, its location and what sits behind it. Very low walls in certain situations can fall under exempt development provisions, meaning no formal approval is required — provided every condition of the exempt criteria is met, which is where many owners come unstuck. Taller walls, walls near boundaries or easements, and walls supporting driveways or structures typically need approval either as complying development (CDC) through a private certifier or as part of a development application (DA) to council.

Whichever pathway applies to your site, the practical trigger for engineering is the same: once a wall retains a meaningful depth of soil, carries surcharge loads or sits close to a boundary, certifiers and councils expect structural drawings and certification prepared by a qualified engineer. Councils also frequently condition retaining wall design within subdivision works, dual occupancy and duplex approvals, and industrial developments where level changes are unavoidable. Software & standards

Our retaining wall and civil structures work is designed to the Australian Standards that certifiers check against: AS 4678 (earth-retaining structures), AS 3600 (concrete structures), AS 4100 (steel structures), AS 3700 (masonry) and the AS 1170 series for structural loading. Earthworks and compaction behind walls are specified with reference to AS 3798. Drawings are produced in AutoCAD and Civil 3D, and where walls interact with site drainage we model the stormwater system in DRAINS so the hydraulics and the structure are designed together, not bolted together afterwards.

  2. Concept and pathway advice. We confirm wall type options, indicative heights and the likely approval pathway, so you can make cost decisions before detailed design begins.
  3. Structural and drainage design. We design the wall to AS 4678 and companion standards, including subsoil drainage, and coordinate levels with the site stormwater design.
  4. Documentation. We issue construction-ready drawings, details and specifications, with certification suitable for your certifier or council submission.
  5. Construction support. We respond to builder queries, review variations if ground conditions differ, and provide inspection and compliance documentation where required.

Frequently asked questions

Do I need council approval for my retaining wall?

It depends on the wall’s height, position and what it supports. Some low walls meet exempt development criteria and need no approval; others require a CDC through a private certifier or a DA through council. The criteria are strict and easy to misread — a wall near a boundary, easement or sewer main can change the answer entirely. Do I need a geotechnical report before you can design the wall?

Not always. For lower walls in known ground conditions, design can often proceed on conservative assumed parameters. For taller walls, walls supporting structures or driveways, or sites with fill or unusual soil profiles, a geotechnical investigation protects you — it usually pays for itself in a leaner, better-founded design. We’ll advise honestly either way at the first review.

Can you design a retaining wall on or near a boundary?

Yes, and it’s one of the most common situations we handle. Boundary walls raise questions of footing encroachment, drainage discharge, construction access and impacts on neighbouring land. We design footing geometries and drainage arrangements that keep the works within your title wherever practical, and flag early when agreement with a neighbour or an alternative wall type is the smarter route.

My existing wall is leaning or cracking — can you help?

Yes. We inspect and assess existing walls, identify the likely cause — most often blocked or absent subsoil drainage, surcharge that the wall was never designed for, or undersized footings — and document a repair or replacement design with the appropriate approvals pathway. Early assessment is cheaper than an emergency rebuild.
