Building Beyond Sydney: Same Physics, Different Rulebooks

Regional NSW is carrying a growing share of the state’s home building. Coastal markets like Shoalhaven (Nowra and surrounds) keep absorbing Sydney migration, while inland cities — Wagga Wagga, Dubbo, Tamworth and Albury — are growing on the back of health, education, defence and logistics investment. Builders following that work quickly discover that stormwater requirements do not travel unchanged from Sydney: each council has its own DCP, its own engineering specification and its own local hazards.

How Regional DCPs Differ from Sydney Metro

The fundamentals are the same everywhere — manage post-development flows, protect downstream property, control water quality. But the emphasis shifts:

• OSD is not universal. In much of Sydney, on-site detention is close to automatic for anything beyond a single dwelling. In regional areas, OSD requirements depend heavily on the capacity of the local network and the catchment — some councils require it broadly, others only in identified catchments or for larger development. Never assume either way.
• Receiving environments differ. Coastal councils like Shoalhaven focus on estuaries and sensitive waterways; inland councils focus on riverine flooding, flat grades and major flow paths through town.
• Flooding is often the dominant issue. Wagga Wagga (Murrumbidgee River), Dubbo (Macquarie River), Tamworth (Peel River) and Albury (Murray River) are all river cities with extensive flood planning controls; floor levels and flood compatibility can shape a project more than detention does.
• Rural and large-lot drainage. Unkerbed roads, table drains, on-site dispersal and farm-dam interactions appear far more often than in metro work.
• Documentation expectations vary. Some regional councils run lean DCP chapters backed by adopted engineering specifications (often AUS-SPEC based); knowing which specification applies matters as much as the DCP itself.

A Snapshot of Five Councils

• Shoalhaven City Council: the consolidated Shoalhaven DCP 2014 applies, with Chapter G2 (Sustainable Stormwater Management and Erosion/Sediment Control) setting the stormwater framework — water quality and erosion control feature strongly given the area’s estuaries and coastal lakes.
• Wagga Wagga City Council: the Wagga Wagga DCP 2010 applies, with stormwater assessed alongside significant Murrumbidgee floodplain and major overland flow controls through the city.
• Dubbo Regional Council: development is assessed under the council’s Development Control Plan, with Macquarie River flooding and flat-grade drainage the recurring local issues.
• Tamworth Regional Council: the council’s Development Control Plan applies, with Peel River flood controls and summer-storm drainage shaping requirements.
• AlburyCity: the council’s Development Control Plan applies, with Murray River floodplain management and established-area drainage capacity the key considerations.

Document names and chapter structures are updated from time to time — always confirm the current DCP version and the applicable engineering specification with the council before design.

Working with Regional Councils

Regional development engineering teams are typically small, which cuts both ways: pre-lodgement conversations are easier to get and genuinely useful, but poorly prepared drainage submissions sit in the queue. A complete, specification-compliant stormwater plan lodged first time is the single biggest program saver. Expect councils to ask about the lawful point of discharge, flood compatibility, and downstream capacity — and to know their own trouble spots street by street.

How Builders Should Prepare

• Request the council’s flood information and planning certificate early — in river cities this drives feasibility.
• Confirm whether OSD applies to your development type in that specific catchment.
• Identify the lawful discharge point, especially on unkerbed or rural-residential streets.
• Design to the council’s adopted engineering specification, not a Sydney template.
• Use pre-lodgement meetings — in regional NSW they materially de-risk the DA.
