The City of Parramatta is Sydney’s second CBD and one of its most intense development markets. High-density projects cluster around Parramatta, Westmead, Wentworth Point and Melrose Park, while Epping, Carlingford, North Parramatta, Rydalmere and Northmead carry steady duplex, townhouse and apartment infill. Almost every site in this LGA is a redevelopment of already-urbanised land draining to an already-stressed system – which is why Council’s stormwater assessment is among the most established and detailed in Sydney.
The governing document is the Parramatta Development Control Plan 2023 (Parramatta DCP 2023), which consolidated the controls of the amalgamated council area and includes Council’s requirements for stormwater management, flood risk and water sensitive urban design (WSUD).
For on-site detention, Parramatta carries a distinctive legacy: much of the LGA lies within the catchment of the former Upper Parramatta River Catchment Trust (UPRCT), whose On-site Stormwater Detention Handbook remains the required technical reference for OSD modelling and design in the area. The handbook regime – developed after severe flooding in the lower catchment – is one of the oldest and most rigorous OSD frameworks in NSW, and Council expects designs to follow its current edition’s methodology.
Apartment projects around Parramatta CBD, Westmead and Melrose Park typically combine basement tanking, OSD, water quality treatment and flood-sensitive basement entry design in one coordinated package. Council expects this to be resolved at DA stage, not deferred to construction certificate – under-scoped stormwater documentation is a common cause of deferred commencement conditions.
Check flood and overland flow mapping during due diligence, order a detail survey, and confirm the lawful point of discharge before design. Engage a civil engineer familiar with the UPRCT handbook methodology to prepare the OSD and drainage package, and resolve flood-related floor levels before the architectural design is locked. In this LGA, stormwater documentation quality directly determines assessment speed.
Contrive Consultants prepares stormwater, OSD and flood-responsive designs accepted by the City of Parramatta, including UPRCT-methodology detention design. Explore our services or contact us – call +61 497 848 111 or email info@contriveconsultants.com.au.
