Wollongong has become a genuine alternative to Sydney for both residents and developers. Apartments and mixed-use projects continue in the Wollongong city centre, land releases and townhouse development push through Dapto, Horsley and Calderwood-adjacent areas in the west, while infill and dual occupancy activity is steady through Thirroul, Corrimal, Figtree and Unanderra, and lifestyle growth continues at Helensburgh in the north.
All of it happens on a narrow coastal plain squeezed between the Illawarra Escarpment and the Pacific — terrain that makes stormwater one of the most important engineering items on any DA in this LGA.
The Planning Framework: DCP 2009, Chapters E13 and E14
The governing document is the Wollongong Development Control Plan 2009. The chapters that matter most for drainage are Chapter E14 – Stormwater Management, which sets Council’s requirements for stormwater drainage design and on-site detention for all development in the LGA, and Chapter E13 – Floodplain Management. Both chapters were comprehensively revised and re-adopted by Council in March 2020, so older designs based on superseded versions should not be recycled.
What Is Typically Required
- On-site detention (OSD): Wollongong uses OSD widely to limit site discharge using an outlet control, with excess flows stored temporarily in tanks or surface depressions — often integrated into driveways, car parks or landscaped areas. Expect OSD on dual occupancies, townhouses and larger projects, with requirements confirmed against Chapter E14 for your development type.
- Stormwater drainage plans: A drainage design accompanying the DA showing collection, conveyance, detention, the lawful point of discharge and overland flow paths through the site.
- Flood compliance: Large parts of the LGA carry flood controls under Chapter E13 — floor levels, flood storage and evacuation considerations can apply well away from obvious creek lines.
- Water quality and erosion control: Treatment measures on larger projects and robust sediment control during construction, given how quickly local creeks respond to rain.
Design storms, discharge rates and storage volumes should be confirmed with Council’s current requirements rather than assumed.
Local Factors: Escarpment Runoff and Intense Rainfall
The Illawarra’s defining hydrological feature is the escarpment effect. Moist onshore airflow lifts abruptly over the 400-plus-metre escarpment wall, producing some of the highest-intensity rainfall events on the NSW coast. Short, steep creeks then carry that water across a narrow urbanised plain to Lake Illawarra and the ocean in minutes rather than hours. The August 1998 storms, which caused severe flash flooding across Wollongong, remain the benchmark event locally and reshaped how Council manages stormwater and floodplain risk.
For builders this means flash-flood-style flow behaviour: overland flow paths through suburban blocks, high short-duration flows that OSD systems must handle, and flood controls around Mullet Creek and the Dapto area, the city-centre creeks, and the Lake Illawarra foreshore. Helensburgh adds its own constraints with bushland catchments and dispersal-sensitive terrain.
How Builders Should Prepare
- Check flood and overland flow mapping for the lot before purchase or design — it drives floor levels and sometimes layout.
- Identify the lawful point of discharge early; flat coastal-plain sites in Dapto and Unanderra can have surprisingly difficult gravity outfalls.
- Design OSD for short, intense storms and make overland flow provisions explicit on the plans.
- Keep erosion and sediment control genuinely buildable — steep sites near the escarpment are inspected with this in mind.
- Confirm the current versions of Chapters E13 and E14 are being used by your designer.
