Civil engineering design is the connective tissue of a development. The architecture decides what the buildings look like; the civil package decides whether the site actually works – how it drains, how vehicles reach it, where the earth is cut and filled, how services get in and how stormwater gets out. When council requires it

Councils across Sydney require civil engineering documentation at multiple stages of a project. At development application stage, most councils expect concept civil plans – site grading, driveway grades, stormwater concept, erosion controls – sufficient to show the proposal is feasible on the land. Conditions of consent then call for detailed civil design to be approved before a construction certificate or subdivision works certificate is issued: engineering plans for roads, drainage, earthworks and inter-allotment services prepared to the council’s engineering specification and checked by council or an accredited certifier.

Subdivisions carry the heaviest civil obligations, with councils requiring full road, drainage and utility design, works-as-executed documentation and defect liability arrangements before linen plan release. Industrial and commercial developments trigger civil design through car park, loading and hardstand requirements, and even single dwellings on steep or flood-affected land can attract conditions requiring engineered driveways, retaining and site drainage. Whatever stage the requirement lands at, it is a request for exactly the documentation we produce.

Software & standards

Design work is produced in current civil design software with drainage networks analysed in DRAINS under ARR 2019 hydrology and water quality verified in MUSIC where councils set pollutant targets. Property drainage is designed to AS/NZS 3500.3:2021; road geometry, intersections and parking areas follow the Austroads Guide to Road Design alongside the relevant Australian Standards. Every package is prepared against the controlling council DCP and engineering specification – many Sydney and regional councils base theirs on AUS-SPEC, and we document to those templates so review comments are about the design, not the formatting. Where a project spans council boundaries or sits in a growth precinct, we reconcile the applicable specifications before design begins rather than discovering conflicts at assessment.

Our process

  1. Feasibility and constraints. We review survey, planning controls, flooding, services and access to identify the civil constraints that should shape the site layout – before the layout is fixed.
  2. Concept design. We prepare DA-stage civil plans that prove the site works: levels, drainage strategy, access grades and earthworks extent, coordinated with the architect and planner.
  3. Detailed design. After consent, we develop the package to construction standard, resolving every condition of consent that touches the civil scope.
  4. Approval and certification. We lodge with council or the certifier, manage referral comments and carry the design through to stamped approval.
  5. Construction phase. We answer contractor RFIs, review works-as-executed documentation and provide the engineering certification the project needs to reach completion or linen release.

Frequently asked questions

What does a civil engineering design package for a DA actually include?

For most Sydney councils, a DA-stage civil package covers a site grading and levels plan, driveway and access design showing compliant grades, a stormwater drainage concept including any detention or treatment, an erosion and sediment control plan, and supporting calculations or reports the DCP nominates. The aim at DA stage is to demonstrate feasibility; the fine-grained detail comes later at construction certificate stage. We scope each submission against the specific council’s checklist so nothing is missing at lodgement.

When should a civil engineer be engaged on a development project?

Before the site layout is finalised. The most expensive civil problems – detention tanks that do not fit, driveways that cannot meet grade, floor levels below flood planning levels, earthworks that blow out – are all cheap to solve when the layout is still fluid and costly once the DA is lodged. A short feasibility review at concept stage typically pays for itself many times over in avoided redesign.

Can Contrive take over a civil design started by another consultant?

Yes, and it is a regular part of our workload – projects arrive mid-stream because a consultant has become unresponsive, a council has raised issues the original design cannot answer, or the developer wants the wider Contrive group involved. We review the existing documentation, identify what can be retained, and give you a clear picture of the path to approval before any re-documentation begins.

What is the difference between DA civil plans and construction certificate civil plans?

DA plans establish the strategy and prove the site works within the planning controls; construction certificate plans are the buildable instructions – full setout, levels to two decimal places, pipe classes, pavement details, standard drawings and specification references – assessed against the council’s engineering specification and the conditions of consent. Budgeting for both stages up front avoids the common surprise that consent is only the halfway mark of the engineering effort.
