Blacktown City is one of the fastest-growing local government areas in Australia. Suburbs such as Marsden Park, Schofields, Riverstone, The Ponds, Quakers Hill and Kellyville Ridge are seeing thousands of new dwellings, duplexes and townhouse projects every year, much of it within the North West Growth Area. With that growth comes one of the most rigorous stormwater assessment regimes of any Sydney council — and it is the area where development applications most commonly stall.
This guide explains what Blacktown City Council expects from your stormwater and on-site detention (OSD) design, and how to get it right the first time.
Which Planning Controls Govern Stormwater in Blacktown?
The key document is the Blacktown Development Control Plan 2015 (DCP 2015). For water matters, the critical chapter is Part J – Water Sensitive Urban Design and Integrated Water Cycle Management, which sets out Council’s expectations for stormwater quantity, quality and waterway protection across the LGA. Council also publishes an engineering design library and a developer “toolkit” for water sensitive urban design (WSUD) that sits alongside the DCP and guides the detailed design stage.
Development in release precincts such as Marsden Park, Schofields and Riverstone may also be subject to precinct-specific plans under the North West Growth Area framework, which carry their own drainage strategies and detention rules.
What Blacktown Typically Requires for Residential Development
For dwellings, duplexes, townhouses and small subdivisions, expect Council to look for the following before approval:
- On-site stormwater detention (OSD): Blacktown has one of the longest-standing and strongest OSD regimes in Sydney. Most developments that increase impervious area must detain runoff on site and release it at a controlled rate. The permissible discharge and required storage are calculated to Council’s current criteria — always confirm the figures that apply to your site and catchment before designing.
- A stormwater drainage plan: prepared by a qualified civil engineer, showing pits, pipes, surface levels, overland flow paths and a lawful point of discharge to Council’s system.
- WSUD measures: Part J requires water quality treatment to be built into developments. Depending on scale, this may mean rainwater tanks, raingardens or bioretention, often demonstrated through MUSIC modelling for larger projects.
- Easements: where a site cannot drain by gravity to the street, an inter-allotment drainage easement over downstream land is generally required — and negotiating one can take months, so start early.
Duplexes and Townhouses
Dual occupancy and multi-dwelling projects are where most stormwater refusals happen. The added roof and driveway area almost always triggers OSD, and tight infill lots in suburbs like Quakers Hill and Lalor Park often have limited fall to the street. Underground detention tanks are common where landscape area is constrained, but Council will scrutinise access, maintenance and overflow provisions.
Local Factors to Watch in Blacktown
- Flat terrain and shale soils: much of the LGA sits on Cumberland Plain clays with poor infiltration, so soakage-based solutions are rarely acceptable as the primary disposal method.
- Creek catchments: Eastern Creek, South Creek and Bells Creek drain large parts of the city, and development near them attracts closer scrutiny of flooding and water quality impacts.
- Flood-affected land: parts of Riverstone, Marsden Park and Schofields are influenced by local overland flooding — a flood check early in due diligence can save a redesign later.
How Builders Should Prepare
Before lodging your DA, commission a site survey with accurate levels, confirm the lawful point of discharge, and have a civil engineer prepare a concept stormwater and OSD layout that matches Council’s current Part J criteria. If an easement is needed, open negotiations with the downstream owner immediately. Getting the stormwater strategy resolved at concept stage is far cheaper than responding to a Council request for information after lodgement.
