Civil & Stormwater Engineers Colebee

Colebee occupies an unusual niche in the Blacktown local government area: a boutique, golf-course suburb in the middle of a growth corridor better known for volume housing. Rezoned through Blacktown City Council’s LEP process back in May 2005 — early by North West Growth Area standards — Colebee grew up around Stonecutters Ridge, where a Greg Norman-designed 18-hole course that opened in 2012 threads through the residential estate. Contrive Consultants engineers projects in Colebee from our Rouse Hill office, an easy run down Richmond Road past Marsden Park.

Building in Colebee

Housing here skews large and custom. Stonecutters Ridge and neighbouring releases such as Sandstone Ridge were planned for roughly a thousand homes on generously sized lots, many with golf course frontage, and the build profile reflects it: architect-designed two-storey homes, swimming pools, cabanas, outdoor kitchens, tennis courts and substantial landscaping. Sydney Business Park and the Marsden Park retail cluster sit within a few minutes’ drive, which keeps the suburb popular with owner-builders and small custom builders rather than volume operators.

That premium character produces its own engineering workload. Large roofs and expansive paved outdoor areas generate serious runoff volumes; pools need backwash and coping drainage integrated with the stormwater system; and lots adjoining the golf course or riparian edges must manage discharge without dumping water onto fairways or bushland. Colebee also sits alongside significant vegetation and creek-line corridors on its fringes, so council reviews water quality and discharge arrangements with more than usual care.

There is also a quiet second market emerging: owners of the suburb’s earliest homes, now well over a decade old, commissioning major renovations, secondary dwellings and resort-style backyard overhauls. These projects inherit the original estate drainage arrangements — easements, inter-allotment lines and detention assumptions from the 2000s — and unpicking what exists before designing what’s next is half the engineering job. We pull the original approval records first so your renovation isn’t designed against a drainage layout that turns out to be fiction.

What Colebee Owners and Builders Need

Blacktown Development Control Plan 2015 and the council’s water sensitive urban design framework govern development here, just as they do across the LGA. On a typical Colebee project that means:

  • On-site stormwater detention (OSD) for new dwellings, major additions and secondary structures that add significant impervious area. On large Colebee lots the detention volume can often be delivered as an attractive landscape feature — a gravel trench, below-lawn tank or dished lawn — rather than an ugly concrete pit.
  • A stormwater drainage plan resolving the lawful point of discharge. Golf-frontage and bush-adjoining lots frequently cannot simply shed water over the back boundary; discharge must be piped to the street system or an approved easement, and we design accordingly.
  • WSUD water quality treatment — pollutant load reductions demonstrated per council’s handbook, typically via rainwater reuse and treatment measures, which matters doubly where runoff heads toward vegetated corridors.
  • Pool and outdoor-area drainage integration — backwash disposal, surcharge protection and coping drainage documented so the certifier can sign off the pool and the house together.
  • Erosion and sediment control plans, plus waste management plans where the DA pathway requires them.

New dwellings and alterations above the threshold also need BASIX certification — and larger custom homes often benefit from NatHERS modelling to find the cheapest path to compliance rather than defaulting to expensive glazing upgrades.

Colebee Engineering FAQ

My block backs onto the golf course. Where does my stormwater go?

Not onto the fairway. Uncontrolled discharge across the rear boundary is neither lawful nor neighbourly, and it will be picked up at assessment. We design the drainage to reach the street system — sometimes with a charged line given the lot depth — or through a formal easement where one exists. The survey tells us which; guessing is not a strategy on lots this size.

Does adding a pool and cabana trigger stormwater requirements?

Frequently, yes. The added impervious area from surrounds, cabana roof and paving can trigger detention and always needs a compliant drainage connection, and pool backwash must be disposed of correctly. We produce a single integrated plan covering house, pool and landscape drainage so the approvals move together.

Can you match the quality of a high-end architectural build?

That is our lane. Through ARQI we work alongside architects (or provide the architecture ourselves), and our civil documentation is drawn to coordinate with landscape and structural packages — detention hidden under lawns, pits placed out of sightlines, levels resolved to the millimetre where the design demands it.
