Grantham Farm packs a lot of history into a very young postcode. The suburb was gazetted on 6 November 2020 from land that was previously part of Riverstone, but its name reaches back to the Grantham Farm Estate — a subdivision of the original 1810 “Riverstone” grant made by Governor Macquarie to Lieutenant-Colonel Maurice O’Connell. Two centuries later the paddocks and vineyards of that estate have become one of the most concentrated small-lot housing markets in the Blacktown local government area. Growth here has been abrupt. The 2021 Census counted roughly 3,700 residents in a suburb that scarcely had a name the year before, and construction has continued hard since, with more than a dozen separate land estates marketed across the suburb. The housing product is distinctive: compact Torrens lots, narrow frontages, two-storey homes built close to boundaries, and a strong secondary market of duplexes and house-behind-house arrangements as investors work the zoning.

That density profile drives the engineering. When a 300-square-metre lot carries a 250-square-metre roof and driveway, virtually the entire block becomes impervious — and every one of those lots multiplied across an estate changes how fast rainfall reaches the creek system draining north through the growth corridor toward Cattai Creek. Blacktown City Council’s stormwater controls exist precisely to manage that cumulative effect, and assessors apply them consistently in Grantham Farm.

Location amplifies the opportunity. Grantham Farm sits between the Riverstone town centre and rail station to its west and the Schofields and Tallawong growth front to its east, with Garfield Road — subject to major upgrade investment — running along its spine. For small developers that means strong end-buyer demand; for engineers it means road interface conditions, temporary drainage connections and staged construction access all need to be resolved with council while the surrounding network is itself a moving target. Designing against next year’s road levels rather than today’s is a genuinely local skill.

What Builders Need Under Blacktown’s Rules

Blacktown Development Control Plan 2015 and the council’s water sensitive urban design framework set the requirements. For a typical Grantham Farm project:

  • On-site stormwater detention (OSD) — most new dwellings, dual occupancies and multi-dwelling projects must detain runoff and release it at a controlled rate. Where the original subdivision consent already provides detention downstream, we document the exemption; where it doesn’t, we size a tank using council’s deemed-to-comply approach so the numbers are accepted first pass.
  • Drainage plans with a verified point of discharge — kerb outlet, drainage pit or inter-allotment line. On small benched lots the achievable pipe grades are tight, and getting cover over pipes under driveways needs actual design, not a standard detail.
  • WSUD water quality measures where triggered — rainwater reuse plus treatment, documented to Blacktown’s handbook so the pollutant reduction targets are demonstrably met.
  • Retaining and inter-lot level coordination — Grantham Farm’s benched estates mean almost every lot has level differences to at least one neighbour. Subsoil drainage and surface water interception along boundaries prevent the disputes that keep private certifiers awake.
  • Erosion and sediment control plans for construction phase, plus waste management plans for DA lodgements.

New homes also require BASIX certification before lodgement, and subdivision or multi-unit work needs NBN pit and pipe designed and certified before linen release or occupation.

Grantham Farm FAQ

Why did council reject my neighbour’s drainage plan but approve mine?

Usually because the two lots sit differently in the estate’s drainage scheme. One may have a dedicated inter-allotment connection while the other must discharge to the kerb; one may fall within an estate OSD catchment while the other doesn’t. We pull the subdivision consent and works-as-executed information before designing, which is why our plans tend to go through cleanly.

Is OSD really necessary on a small lot that’s mostly roof anyway?

Small, highly impervious lots are exactly what OSD is designed for — they shed water fastest. Unless your lot has documented credit in an estate basin, expect Blacktown to require detention. The good news: on a compact lot the tank is correspondingly modest, and we routinely integrate it with the BASIX rainwater tank to save space and cost.
