Marsden Park has gone from paddocks to one of the busiest construction postcodes in Sydney in little more than a decade. Sitting around 49 kilometres north-west of the Sydney CBD in the Blacktown local government area, it anchors the western edge of the North West Growth Area – and it generates a steady stream of development applications that all need one thing in common: properly engineered civil and stormwater documentation. Building in Marsden Park
The scale of what is happening in Marsden Park is unusual even by growth-corridor standards. Stockland’s Elara masterplanned community covers a 178-hectare site with a masterplan of around 2,000 homes, and the adjoining Clydesdale Estate lands add a further large residential pipeline on former pasture country. On the commercial side, Sydney Business Park beside the Westlink M7 has drawn IKEA, Costco, Bunnings and a cluster of other national retailers, making Marsden Park one of the few suburbs in the corridor where residential subdivision, industrial hardstand and big-box retail civil work all happen side by side.
Topography and water matter here. The western flank of the precinct runs down toward the South Creek floodplain, which is deliberately kept largely undeveloped, and drainage design on lots closer to that lower country needs care with finished levels, overland flow and discharge points. Richmond Road – currently the subject of a major government-funded upgrade program – is the main spine, and lots fronting or draining toward arterial road reserves bring their own approval interfaces with Transport for NSW and Blacktown City Council.
For builders, the practical consequence is that no two Marsden Park jobs are quite alike. A dual occupancy on a registered Elara lot, a warehouse pad near the business park and a custom home on older acreage off Grange Avenue each sit in different drainage catchments with different council expectations.
What Builders Need to Get Approved Here
Blacktown City Council runs one of the more rigorous stormwater regimes in Sydney, built around Blacktown Development Control Plan 2015 and the council’s Water Sensitive Urban Design (WSUD) framework. In practice, a Marsden Park development application typically needs:
- On-site stormwater detention (OSD) – Blacktown requires most new development to detain runoff and release it at controlled rates, with sizing demonstrated through the council’s deemed-to-comply approach or a full engineered analysis. In the North West Growth Area, council publishes specific OSD guidance that your engineer must design against.
- WSUD and water quality treatment – developments must show reductions in post-development pollutant loads, usually via rainwater tanks, treatment pits or vegetated measures, documented in line with council’s WSUD handbook and standard drawings.
- A compliant stormwater drainage plan – showing pipe sizes, pits, surface levels, overland flow paths and the lawful point of discharge. Lots that cannot drain to the street by gravity may need an interallotment drainage easement over downstream properties, which is a legal process as much as an engineering one.
- Erosion and sediment control plans – enforced actively on greenfield lots where topsoil is exposed and creeks are close.
Because so much of Marsden Park is newly registered land, builders also routinely need NBN pit and pipe designs for subdivisions and multi-dwelling projects, plus BASIX certification before a residential DA or CDC can be lodged.

Do I need OSD for a duplex in Marsden Park?
In most cases, yes. Blacktown Council applies its OSD requirements to the majority of new residential development, including dual occupancies. Some registered subdivision lots have detention already accounted for at the estate level – we check the subdivision consent and 88B instrument first, because if the estate basin covers your lot, we can often document an exemption rather than design a tank you don’t need.
My lot falls away from the street. What are my options?
You will generally need either an interallotment drainage easement through the downstream neighbour’s land or, where council permits, a charged (pump-free, sealed) system to the street. We assess the levels, advise which path is realistic, design the system and prepare the easement documentation your solicitor needs.
How long does a stormwater plan take?
For a standard new home or duplex on a surveyed lot, we typically turn drainage and OSD documentation around within one to two weeks. Complex sites – industrial lots, flood-fringe land, or sites needing easement negotiation – take longer, and we flag that at quote stage.
