Riverstone’s story starts with the 1810 land grant to Maurice Charles O’Connell, and its working identity was defined by the meatworks established in 1878, which operated through successive rebuilds until it finally closed in 1992. That history left a legacy of generous older lots around the town grid – exactly the kind of land now being redeveloped into duplexes, multi-dwelling housing and small subdivisions as the growth area matures around it.

The headline change is the Riverstone Town Centre rezoning, finalised by the NSW Government after years of flood-related deliberation. The plan supports thousands of homes and a revitalised main street, but it was deliberately shaped around flood evacuation capacity following the 2021 and 2022 Hawkesbury-Nepean floods, with planning levels set against a rare-event benchmark and major road upgrades – Garfield Road East and Richmond Road – funded to improve evacuation routes. That tells you everything about engineering in Riverstone: flooding is not a footnote here, it is the organising constraint.

Eastern Creek and its tributaries pass through the locality, and parts of Riverstone carry flood controls that affect floor levels, fill, driveway design and even whether certain uses are permissible. Two lots a street apart can face completely different requirements.

For builders and small developers, this environment rewards preparation. The same rezoning that constrains some land creates uplift on other land, and the difference between the two is usually legible in the levels, the evacuation mapping and the drainage catchment – information that exists before you buy, if you ask for it.   • Flood-aware site design. On flood-affected lots, habitable floor levels, fill placement and overland flow paths must respond to council’s flood data. Getting this wrong at concept stage is the single most expensive mistake we see in Riverstone.
  • On-site stormwater detention (OSD). Blacktown requires detention on most new development so peak flows leaving the site do not exceed pre-development rates. Sizing follows council’s deemed-to-comply tool or detailed routing calculations.
  • WSUD water quality measures. Pollutant load reductions must be demonstrated before runoff reaches the creek system – typically a mix of rainwater reuse and treatment devices, documented to council’s handbook.
  • A full drainage plan nominating the lawful point of discharge. Riverstone’s older streets do not always have kerb-and-gutter or piped drainage at the frontage, so discharge strategy needs checking lot by lot; easements or dispersal systems are sometimes the answer.
  • Erosion and sediment control and waste management plans as standard DA attachments.

My Riverstone lot is flood affected. Can I still build?

Very often, yes – but the design must respond to the flood category. We obtain the flood information for your lot, advise the achievable floor levels and layout, and prepare the civil documentation to match. Where the constraint is severe we tell you plainly before you spend money on architecture.

Is OSD required if the street has no drainage pipes?

The two issues are separate. OSD limits how fast water leaves your site; the discharge point is about where it goes. On unkerbed Riverstone streets we design a lawful dispersal or connection arrangement acceptable to Blacktown Council, and OSD is still generally required on top of that.

Who handles the survey, BASIX and NBN parts?
