East of the Richmond rail line sits the newer estate country delivered under the Alex Avenue precinct, all fresh kerbs and small lots; west and around the old village are larger, older blocks that are steadily being carved up into duplexes, granny flats and small subdivisions. Both halves sit in the Blacktown local government area, and both generate constant demand for civil and stormwater engineering. Building in Schofields
The Alex Avenue precinct, finalised for rezoning back in May 2010, covers roughly 420 hectares bounded by Burdekin Road, Schofields Road, the Richmond rail line and the Second Ponds Creek corridor, with capacity for several thousand new homes. The separate Schofields precinct followed in 2012, opening up further land across a mix of densities. A decade and a half on, much of that land is built or building, and the workload has shifted: alongside greenfield lot construction there is now a strong second wave of dual occupancies, secondary dwellings and knockdown-rebuilds on the earlier housing stock around the station and Railway Terrace.
Water shapes everything in Schofields. Eastern Creek runs along the western side of the suburb and its flood-prone sections influenced major infrastructure decisions — the Schofields Road upgrade included twin bridge structures precisely because of that flood behaviour. To the east, First Ponds Creek and Second Ponds Creek carry runoff north toward Cattai Creek. A block backing onto a riparian corridor is a very different engineering proposition from one mid-catchment, and council assesses them differently.
What Schofields Builders Need on Their Drawings
Blacktown Development Control Plan 2015, together with council’s WSUD framework, sets a high bar for stormwater documentation. Expect your project to need:
- On-site detention (OSD) sized using Blacktown’s deemed-to-comply methodology or full detention modelling. Older Schofields lots being redeveloped almost never have estate-level detention credit, so OSD tanks or basins are the norm on dual occupancy and multi-dwelling jobs.
- Water quality treatment demonstrating the required reduction in post-development pollutant loads — Blacktown documents this through its WSUD handbook, and proximity to First and Second Ponds Creeks means assessors pay attention.
- A stormwater concept plan at DA stage and detailed drainage design at CC stage, covering the lawful point of discharge, pipe and pit design, and overland flow paths for storms bigger than the pipes.
- Easement strategy for rear lots. Battle-axe subdivisions are popular on the older, deeper Schofields blocks, and the rear lot frequently needs an interallotment drainage easement to reach the street system. Sorting this early prevents the classic late-DA stall.
- Erosion and sediment control drawings for any job that disturbs soil.
New dwellings also require BASIX certification, and any new subdivision or multi-unit project will need NBN pit and pipe infrastructure designed and certified before linen plan release.

I’m subdividing an older Schofields block. What drainage issues should I expect?
The two recurring ones are the point of discharge for the rear lot and OSD for both new dwellings. If the land falls away from the street, an easement over a downstream property is usually required, and neighbour negotiation takes time. We survey the levels first so you know the answer before you commit to the purchase or the DA.
Does a granny flat in Schofields need a stormwater plan?
Yes. Even under complying development, a secondary dwelling needs a compliant drainage design showing how roof and surface water reaches a lawful discharge point, and Blacktown’s detention requirements can be triggered depending on the additional impervious area. It is a small drawing set, but certifiers will not sign off without it.
Can you handle a project near the Eastern Creek flood fringe?
